The Training Center for the Jordan Research and Training Reactor (JRTR) is part of the wider JRTR complex located at Jordan University of Science and Technology (JUST) in Ramtha, Irbid governorate. The JRTR is Jordan's national research reactor — a strategic facility for nuclear science education, materials research, and the training of the technical workforce that supports Jordan's civilian nuclear programme. CEC was engaged by the Jordan Atomic Energy Commission (JAEC) to construct the associated Training Center, the facility where students, researchers, and operational staff receive instruction and hands-on training.
Construction adjacent to a licensed nuclear facility operates under a different standard of scrutiny than conventional educational buildings. Every stage of the works on the JRTR Training Center was subject to documentation and verification requirements consistent with the broader regulatory environment of the JRTR site — even though the Training Center itself is a conventional building rather than a radiological structure, its proximity to and functional relationship with the reactor complex meant that CEC's quality systems had to operate at a level of rigor matching the site's overall safety culture.

The JRTR Training Center presented a set of engineering and quality-control challenges distinct from typical educational construction:
CEC's construction scope on the JRTR Training Center comprised the full structural and civil works for the building: foundations and reinforced concrete superstructure built to the project's specified tolerances; building envelope and architectural finishes appropriate to a technical training environment; installation of specialized electrical and mechanical systems for training and laboratory rooms, including backup power and controlled HVAC zones; data and low-voltage cabling infrastructure for instrumentation and audio-visual training systems; and external works connecting the Training Center to the broader JRTR campus infrastructure.
Quality assurance on the JRTR Training Center followed a documentation-first approach throughout construction. Concrete mix designs, reinforcement certificates, and finishing materials were all submitted and approved before use, with full record-keeping maintained for the project file. Site safety procedures were aligned with the access and security requirements of the wider reactor complex, and all completed MEP installations were commissioned and tested before handover to JAEC — ensuring the Training Center was ready to support its role in Jordan's nuclear science education programme from day one.
