Building Amman.

Civil Engineering Company (CEC) has been headquartered in Amman since the day it was founded in 1977. Jabal Al-Hussein — one of Amman's established commercial and residential districts — has been home to CEC's head office for nearly five decades. From this base, our engineering and commercial teams have managed the design, procurement, and delivery of some of Jordan's capital's most significant construction works.

Amman is a remarkable construction environment. The city's dramatic topography — built across 19 named hills, with elevation differences of over 1,000 metres within the Greater Amman area — creates engineering challenges that are simply not present in flat-terrain cities. Every major road project requires bridges, tunnels, or significant retaining structures. Every large building site requires careful geotechnical assessment of Amman's varied limestone geology. Every underground utility installation must contend with the existing service congestion of a dense, established urban fabric.

CEC knows Amman's construction environment better than any competitor in the market. We have worked in nearly every district of the city — from Abdoun's diplomatic residential zones to the commercial towers of Shmeisani, from the public infrastructure of East Amman to the tourism assets of West Amman. That local knowledge translates directly into more accurate cost estimates, more reliable programmes, and fewer surprises during construction.

Why Amman Construction Requires Expert Partners

  • Steep terrain: Amman's hills create significant cut-and-fill requirements, slope stability challenges, and retaining structure needs on almost every major project site.
  • Variable geology: Amman's limestone bedrock ranges from competent rock requiring careful blasting to weak, cavernous material requiring deep foundations or ground improvement — often within the same site.
  • Dense infrastructure: Amman's established utility networks — water, sewerage, telecommunications, electricity — create significant congestion management requirements for any below-grade excavation.
  • Live traffic: Nearly all of Amman's major construction projects require phased traffic management in a city where road congestion is already significant — demanding experienced site management to minimise community impact.
  • Regulatory complexity: Greater Amman Municipality, Ministry of Public Works, Ministry of Water, and sectoral authorities all have overlapping jurisdiction over different aspects of Amman construction — requiring experienced contractor relationships with all relevant agencies.

CEC's 49-year presence in Amman gives us the regulatory relationships, site intelligence, and engineering experience to navigate all of these challenges routinely — without the learning curve that a less experienced contractor faces.
