Al Karameh Dam is a significant water storage and flood control structure located in the Jordan Valley — also known as the Ghor — Jordan's most productive agricultural region and one of the world's most historically significant river valleys. The dam was constructed by CEC for the Jordan Valley Authority (JVA), the government body responsible for developing and managing water resources in the Jordan Valley.

Jordan faces a severe structural water deficit — one of the world's ten most water-scarce countries by per-capita availability. Water storage infrastructure like Al Karameh Dam is therefore not simply a construction achievement; it is a strategic national asset with direct implications for Jordan's food security, agricultural productivity, and long-term water sustainability.

CEC's selection as main contractor for Al Karameh Dam reflects our First Grade classification in Water and Sewerage Works — the highest national certification for water infrastructure construction — and our track record of delivering complex water projects across Jordan, from the Dead Sea-region dams to national water pipelines.

Engineering Challenges of the Jordan Valley

The Jordan Valley presents some of the most demanding geotechnical and environmental conditions for dam construction in the Middle East:

  • Complex geology: The Jordan Rift Valley is a seismically active zone, bisected by the Dead Sea Transform fault. Dam structures in this environment require careful seismic design and instrumentation.
  • Saline groundwater: The Jordan Valley's groundwater is frequently saline — requiring careful selection of impervious core materials and comprehensive seepage control systems to prevent internal erosion.
  • Extreme temperatures: Summer temperatures in the valley regularly exceed 42°C, requiring carefully managed concrete placement schedules and earthwork compaction operations to maintain quality in the heat.
  • Flash flood risk: Construction in wadi environments requires careful management of the programme around Jordan's winter rainfall season and the flash flood events that can rapidly fill dry wadis.

Scope of Work

CEC's construction scope on Al Karameh Dam encompassed the key elements of dam construction: site preparation and diversion works; foundation excavation and preparation including geotechnical improvement where required; embankment placement and compaction with rigorous density testing; impervious core installation; spillway and outlet works construction; stilling basin and downstream protection; dam instrumentation installation; and final commissioning in coordination with the Jordan Valley Authority's engineering team.

Quality & Safety on Dam Construction

Dam construction is one of the highest-consequence construction activities — a failure carries implications for downstream communities and the environment. CEC operated a comprehensive quality management system on Al Karameh Dam, with systematic testing of all earthfill and rockfill placements, independent laboratory verification of compaction standards, stage inspections by JVA engineers and independent checking engineers, and complete instrumentation records from initial filling through to long-term operational monitoring.
