A Hardened Hub for
National Security Operations

The Command & Control Center in Amman is a purpose-built civilian facility constructed by CEC for the Public Security Directorate (PSD) — Jordan's principal civil security authority responsible for policing, public order, and emergency coordination across the Kingdom. The facility was designed to serve as a centralized operations hub, bringing together monitoring, dispatch, and coordination functions that were previously distributed across multiple sites.

Unlike a military command installation, this is a civilian public-security facility — its mission is the day-to-day coordination of policing, traffic management, civil defense liaison, and emergency response across Amman and the wider Kingdom. That mission, however, demands a building envelope and internal infrastructure with standards well above conventional government office construction: continuous operability, layered physical security, and total resilience against utility interruption.

CEC's appointment as main contractor reflects both our First Grade building classification and our established track record delivering sensitive government facilities in Jordan, where security, confidentiality during construction, and strict adherence to specifications defined by national authorities are as important as the build quality itself.

Engineering Challenges

Constructing a national command facility presented a distinct set of technical and operational challenges:

  • Redundant power infrastructure: The facility required N+1 backup generation, dual incoming utility feeds, and uninterruptible power supply (UPS) systems sized to keep secure operations rooms running indefinitely during grid outages.
  • Structural hardening: Core operational areas were designed and built to elevated structural standards, with reinforced envelope elements and controlled access points integrated into the building fabric from the foundation stage onward.
  • Communications and cabling infrastructure: Extensive structured cabling, server rooms, and dedicated communications risers had to be coordinated tightly with the structural and MEP works, with strict containment and segregation requirements between systems.
  • Phased, security-cleared construction: Site access, workforce vetting, and sequencing of works in sensitive zones required close coordination with PSD security personnel throughout the construction programme.

Scope of Work

CEC's scope covered the full civil and structural construction of the Command & Control Center: foundation and substructure works, the reinforced concrete frame and hardened envelope of the operations building, internal fit-out shell for secure operations rooms and server facilities, dedicated plant rooms for backup generation and UPS systems, external works including perimeter security infrastructure, and coordination of all civil interfaces with specialist communications and security systems contractors engaged directly by PSD.

Quality, Security & Safety

Work on a national security facility demanded an elevated quality and security regime throughout construction. CEC maintained rigorous documentation and inspection protocols for all structural and hardening elements, coordinated closely with PSD's technical oversight teams on every phase of the build, and applied strict site security controls — including controlled access, vetted personnel, and confidentiality procedures — appropriate to a facility of this sensitivity. All works were delivered in full compliance with the technical specifications issued by the client and national building standards.
