A Regional Hub for
Public Safety

The Al-Tafeela Police Directorate is the governorate headquarters of the Public Security Directorate (PSD) in Al Tafeela, one of Jordan's smaller and more mountainous southern governorates. CEC was appointed to construct the directorate's operational building — the administrative and operational heart of policing for the entire governorate, coordinating patrol operations, criminal investigations, and emergency response across a wide and largely rural jurisdiction.

The building programme reflected the full range of functions a governorate police directorate must house under one roof: command and administrative offices for the directorate's leadership, operational departments and case-processing areas, temporary holding areas built to PSD security specifications, a vehicle garage and bay area for the directorate's patrol and response fleet, and a dedicated communications room linking the directorate into PSD's national radio and dispatch network.

For a governorate like Al Tafeela — where the nearest comparable facilities are a considerable distance away in Karak or Amman — a well-built, fully equipped directorate headquarters has an outsized impact on regional public-safety capability. CEC's delivery of this facility reflects our continuing role in building the institutional infrastructure that underpins public safety services across Jordan's governorates, not just in the capital.

Engineering Challenges

Constructing a governorate police headquarters in Al Tafeela's terrain and operational context required attention to several specific issues:

  • Sloping mountainous terrain: Al Tafeela's topography is characterized by steep terrain and rock outcrops, requiring careful site grading, retaining structures, and foundation design adapted to varying ground levels across the site.
  • Integrated vehicle bay design: The garage and vehicle bay area had to be designed for the directorate's mixed fleet of patrol cars and response vehicles, with durable floor slabs, wash-down drainage, and direct vehicular access to the main compound gate.
  • Secure holding area construction: Temporary holding areas required reinforced partition walls, security-rated doors, and segregated access routes distinct from the public-facing administrative areas — all built to PSD specifications.
  • Communications room integration: The dedicated communications room required specialized electrical infrastructure, backup power provision, and structured cabling pathways coordinated with PSD's national radio network installation teams.

Scope of Work

CEC's scope at the Al-Tafeela Police Directorate covered the complete civil and structural construction of the directorate compound: site grading and substructure works adapted to the sloping site, the reinforced concrete frame of the main operational building including administrative offices, case-processing areas, and holding areas, construction of the vehicle garage and bay structure, the dedicated communications room with associated electrical infrastructure, perimeter walls and compound security gates, and all external works including yard paving, drainage, and landscaping appropriate to the site.

Quality & Safety

As with all PSD facilities, every element of the Al-Tafeela Police Directorate — from security door specifications in holding areas to the structural integrity of the vehicle garage — was subject to inspection and sign-off by PSD's technical representatives at each construction stage. CEC maintained full quality documentation throughout, and applied its standard site safety management programme across a sloping, multi-level site where careful sequencing of earthworks and structural works was essential to maintaining a safe and efficient operation.
