Secure Infrastructure in

The Maan Detention Center is a correctional facility constructed by CEC in Ma'an, one of Jordan's southernmost governorates, for the Ministry of Justice in coordination with the Public Security Directorate's Correctional and Rehabilitation Centers Department. The facility forms part of the national network of correctional centers that operate to the rehabilitation-focused standards set out under Jordan's corrections framework.

The project scope extended well beyond a single building — it comprised a complete secure compound: perimeter security walls and fencing, multiple segregated housing blocks for different inmate categories, administration and visitation buildings, kitchen and support facilities, and a dedicated security infrastructure layer including specialized doors, locking systems, and surveillance integration points designed to national correctional security standards.

Ma'an's location — roughly 220 kilometers south of Amman on the edge of Jordan's eastern desert — made this one of the more logistically demanding government projects in CEC's portfolio. Mobilizing a major construction operation to a remote governorate required careful planning of every input to the site, from bulk construction materials to potable water and temporary power, long before the first foundation was poured.

Engineering Challenges

Delivering a secure correctional compound in a remote desert governorate required CEC to solve challenges well beyond conventional building construction:

  • Remote-site logistics: All bulk materials — aggregates, cement, reinforcement steel, precast elements, and specialized security hardware — had to be transported from Amman and other supply hubs over long desert highway distances, requiring a carefully sequenced delivery and stockpiling programme to avoid site delays.
  • Site utilities from scratch: With no existing connections at the site, CEC coordinated the provision of temporary and permanent water supply (including well drilling and storage tankage) and power infrastructure to support both construction operations and the facility's eventual independent operation.
  • Perimeter security engineering: The compound's perimeter walls, fencing, and gatehouse structures were built to specifications requiring high structural integrity, tamper-resistant detailing, and integration points for surveillance and access-control systems installed by specialist security subcontractors.
  • Segregated zoning and phased handover: The facility's housing blocks, administration zone, and support areas required strict physical segregation during both construction and eventual operation, demanding careful sequencing so that completed zones could be handed over and commissioned independently.

Scope of Work

CEC's construction scope at Maan Detention Center covered the full civil and structural works for the compound: site grading and earthworks across the desert site, perimeter security wall and fencing construction, the reinforced concrete structures of multiple housing blocks and administration buildings, kitchen and support facility construction, internal road and yard paving, site-wide utilities including water storage and distribution and electrical infrastructure, and installation of specialized security doors and locking systems supplied to Ministry of Justice specifications.

Quality & Safety

Construction of a correctional facility carries strict compliance obligations — every security door, lock assembly, and structural detail in housing and segregation areas must meet specifications verified by the client's technical inspectors before acceptance. CEC operated a rigorous inspection and documentation regime throughout the project, with stage approvals from Ministry of Justice and PSD engineers, and applied disciplined site safety management appropriate to a remote desert worksite where emergency response times are longer than in urban Amman.
