For a private developer seeking to capitalize on this location, the brief was to create a building that could maximize the commercial value of the site: a structure with strong street-level retail presence and flexible upper floors suitable for a wide range of office tenants.

CEC was appointed as main contractor for the Othman Bin Affan Commercial Complex, delivering a building organized around a clear vertical hierarchy — active retail frontage at ground level, designed for visibility and pedestrian access from the street, with office floors stacked above served by a shared core of lifts, stairs, and building services. The complex was designed from the outset for multi-tenant occupancy, meaning that internal layouts, structural grids, and services distribution all needed to accommodate future subdivision into units of varying sizes without requiring major structural alteration.

Shared facilities — including parking, building entrances, and core services — were planned to serve a diverse tenant mix efficiently, balancing the access needs of retail customers, office staff, and visitors. Engineering Challenges of a Multi-Tenant Commercial Complex

Delivering a building intended for flexible multi-tenant use on a busy commercial street raised several specific construction challenges:

  • Flexible structural grid: Column spacing and floor-to-floor heights had to be set to accommodate a wide range of future tenant layouts — from large retail units at ground level to subdivided office suites above — without constraining future fit-outs.
  • Shared core and services distribution: Lifts, stairs, electrical risers, and plumbing stacks had to be positioned and sized to serve an unknown future mix of tenants, requiring services capacity well in excess of any single initial occupant's needs.
  • Street-front construction logistics: Building on an active commercial street required careful traffic management, site hoarding, and material delivery scheduling to minimize disruption to neighboring businesses and pedestrian flow.
  • Shared parking and access integration: Parking provision and vehicle access points had to be integrated into the site without compromising the retail frontage that gives the ground floor its commercial value.

Scope of Work

CEC's construction scope on the Othman Bin Affan Commercial Complex covered the full structure from foundations through to a fit-out-ready shell: substructure and foundation works, the reinforced concrete frame across all retail and office levels, the building envelope and façade — including the glazed retail frontage at street level — core construction for vertical circulation and services risers, shared parking areas, and base-build mechanical, electrical, and plumbing infrastructure sized for multi-tenant distribution. The building was handed over with retail and office floors ready for individual tenant fit-out.

Quality & Safety on Commercial Street Construction

Construction on an active commercial corridor demanded an elevated level of site management discipline. CEC maintained strict perimeter hoarding and pedestrian safety measures throughout the build, coordinated delivery and crane operations to minimize impact on the surrounding businesses, and applied its standard First Grade quality controls — material testing, structural inspections, and finishing checks — to ensure the complex was delivered to a standard that supports premium commercial leasing from day one.
