Ahel Al-Azim Residential City is a large-scale residential community development in Al-Jezah, on the southern edge of greater Amman, constructed by CEC for a private real-estate developer. Unlike a single-building project, a residential city requires the contractor to think and plan at the scale of a small township — multiple housing blocks built across a shared site, internal road networks connecting them, utility infrastructure sized for the eventual resident population, and common areas designed to function as a cohesive neighbourhood from day one.

CEC's role on Ahel Al-Azim spanned the full horizontal and vertical construction programme: site-wide earthworks and infrastructure works that had to be completed ahead of or in parallel with the superstructure of individual residential blocks, followed by the repeated construction of housing units across the development in a sequence designed to deliver completed, habitable phases to the developer on a rolling basis rather than requiring the entire city to be finished before any units could be handed over.

Projects of this scale are a direct test of a contractor's organisational capacity — the ability to run multiple concurrent building sites under one overarching programme, maintain consistent quality and finishes across dozens of repeated unit types, and manage the logistics of materials, labour, and equipment across a sprawling site without one phase's activities disrupting another's. CEC's First Grade classification in Building Construction, combined with nearly five decades of project delivery experience across Jordan, positioned the company to take on a development of this magnitude and deliver it as a series of successful, sequential milestones.

Engineering Challenges of Large-Scale Residential Development

Delivering a multi-building residential city presents challenges that differ fundamentally from constructing a single structure:

  • Site-wide infrastructure sequencing: Internal roads, water supply, sewerage networks, and electrical distribution had to be planned and installed across the entire site in a sequence that supported construction traffic during the build while also matching the final layout required for occupancy.
  • Repetition with consistency: Constructing dozens of similar residential units across multiple blocks required standardised construction methods and quality checks to ensure that finishes, structural quality, and unit layouts remained consistent from the first block delivered to the last.
  • Phased handover logistics: Delivering completed phases to the developer while construction continued on adjacent blocks required careful management of site access, safety segregation between completed and active construction zones, and protection of finished units from ongoing works.
  • Common area and amenity coordination: Shared facilities — internal landscaping, community spaces, and access roads — needed to be sequenced so they were ready to support each phase of residents as blocks were completed, rather than left until the very end of the programme.

Scope of Work

CEC's construction scope on Ahel Al-Azim Residential City covered site-wide earthworks and grading, internal road network construction, water supply and sewerage infrastructure, electrical distribution networks, and the structural and architectural construction of multiple residential blocks comprising a large number of housing units. CEC also delivered the common areas and shared infrastructure connecting the residential blocks, working to a phased programme that allowed the developer to bring completed sections of the city into use while construction continued elsewhere on the site.

Quality & Safety on Multi-Building Residential Projects

Maintaining consistent quality across a development of this scale requires a quality management system that can be applied repeatedly without drift. CEC implemented standardised inspection checklists for structural and finishing works across every residential block, ensured that materials testing and concrete quality control were applied uniformly site-wide, and managed health and safety across a large, multi-zone active construction site with clear segregation between live works and completed, occupied or soon-to-be-occupied phases. This disciplined approach allowed CEC to deliver a consistent standard of quality across the entire residential city.
